Ensuring transparency and integrity in the Brazilian sports betting market with Sigap system

(Brasilia).- For the last three months, SERPO has been developing the Betting Management System (Sigap), which controls and supervises the activities of the online gambling and sports betting sector in Brazil, for the Ministry of Finance's Secretariat for Prizes and Bets (SPA). The solution is being implemented in stages.

In March 2024, the first stage, the Authorisation Module, which regulates the entry of new agents into the market, was launched. In January 2025, two modules were made available: the dossier reception module, through which operators authorised by the SPA must send daily detailed data on their activities; and the management consultation module, which allows the secretariat to monitor and inspect the data.
According to Fabio Macorin, undersecretary of Control and Inspection of the SPA, the solution is of strategic importance for the process of regulating and inspecting the betting market. ‘Sigap was developed to guarantee the security and integrity of data, supporting the SPA in the control of the sector. It is a robust ecosystem that will continue to evolve to strengthen governance and transparency in the Brazilian gaming market,’ he says.
2025 planning workshop
Over two days, on 1 and 2 April, the Serpro and SPA teams discussed the priorities for the evolution of Sigap, focusing on the following topics: development of the inspection module; self-excluded and prevented from placing bets, as well as focusing on the continuous improvement of the infrastructure to support the growing volume of data. Solution services manager at Serpro, Grasiele Martins, stresses that these actions will ensure Sigap continues to evolve as a strategic pillar for the regulation of the betting sector in the country.
‘Serpro has been working closely with the SPA to ensure that the flow of the system is understood by participants in this new market,’ underlines Grasiele. For her, Sigap plays a fundamental role in the regulation and supervision of the Brazilian betting market. ‘It can be inserted as a structuring system for the state, as it reinforces the fight against illegal practices, such as money laundering and manipulation of results, promoting greater transparency and integrity in this new market,’ she adds.
Large volumes of data
Kamila Duarte, head of Serpro for the Ministry of Finance, also acknowledges the challenge due to the sheer size of the figures. ‘Just three months after the start of file submission by operators, the system has already received approximately 500,000 sports betting files, 330,000 online gaming files, 600,000 purses and 260,000 bettors, totalling 1.69 million files in the database. This represents an average of 500 million records per day (each file has up to 7,000 records), with 77 licensed operators and 174 brands operating in this sector,’ he says.
As the volume of files sent by operators is very high, the system must guarantee the availability of the service. Serpro has been carrying out daily studies and analyses to offer greater fluidity in the sending of data by the operators, who are still in the phase of adapting their environments and better understanding of the data desired by the SPA.
For Vladimir Reis Joaquim Lopes, general coordinator of Information Technology (CGTI) of the MF, the meeting was important because it focused on planning so that the institutions can pinpoint where they are and where they want to go in relation to Sigap: ‘The clear definition of the modules, the main functionalities and integrations are the visions we need to have, including the inclusion with other bodies. This clear vision of the system will give us an estimate of its functional dimension and address its costs,’ he explains.
Undersecretary Macorín stresses that Serpro's support in the development and improvement of Sigap has been fundamental to the efficiency and evolution of the solution, allowing for continuous updates in line with the needs of the ministry, operators and consumers. ‘We have seen advances in the licensing and inspection modules, as well as in the operation of the betting agents,’ he says.
‘With the modules covering the authorisation and inspection phases, the system allows us to keep a complete dossier of authorised companies and to access detailed data on bettors, prizes paid and types of games, which enables immediate and strategic actions to protect consumers and ensure responsible gambling offerings,’ the undersecretary underlines.
Daniela Olímpio de Oliveira, undersecretary of Gambling Authorisation, points out the importance of mapping Sigap's functionalities: ‘This way, we will be prepared for prospective revisions and adjustments and for the solution to be increasingly effective for the federal government and the country. The MF and Serpro teams are always attentive to meet the demands and improve this system,’ he says.
Get to know Sigap
Sigap monitors and regulates the activities of operators authorised by the SPA/MF, who must send daily detailed information on bets, bettors and legal destinations, as stipulated in art. 10 of the SPA/MF Ordinance 722 of 2 May 2024. Sigap is the first system to regulate the betting market in Brazil, processing half a billion records daily, ensuring more security and transparency for the sector that moves up to 21 billion reais per month, according to data from February 2025.
Developed in accordance with Laws No. 13,756/2018 and No. 14,790/2023, Sigap reinforces the fight against crimes such as money laundering and manipulation of results, promoting greater transparency in a market that moves up to 21 billion reais a month.
